You can't film every day. Between jobs, customers and everything else on your plate, a daily video is the first thing to slip, and Instagram advice keeps pointing you back to video.
So, can you grow on Instagram without making Reels? Yes. Photos and carousels that meet Instagram's recommendation standards can be shown to people who don't follow you, and Collab posts put a single post in front of a partner's audience too.
Reels are still a major way to reach new people, so growth without them may be slower or look different, and nobody can promise a result. What you can do is check your own numbers in about ten minutes and pick the formats that bring the calls, messages and bookings you want.
Key Takeaways
Instagram's recommendation rules apply to eligible public content, and photos and carousels can reach non-followers when they meet the standards.
Growth without them may be slower or different, and no format comes with a guaranteed result.
Record reach, non-follower reach, saves, shares, profile activity, follows and business actions, then compare the middle values.
A local service business may value messages, calls and bookings above the biggest possible audience.
Photos and carousels can reach people beyond your followers
Instagram does not run one ranking system for everything. Its ranking explainer, published May 31, 2023, describes Feed, Stories, Explore and Reels as separate surfaces, each with its own signals. Meta's June 29, 2023 write-up on AI ranking covers the same ground for Facebook and Instagram.
| Surface | Signals Instagram lists |
|---|---|
| Feed | Viewer activity, post information, poster information, interaction history |
| Stories | Viewing history, engagement history, closeness |
| Explore | Post popularity, prior interaction with similar posts, creator interaction history |
| Reels | Viewer activity, interaction history, Reel information, creator information |
Photos and carousels can be recommended to non-followers when they meet Instagram's recommendation standards. Those standards are higher than ordinary eligibility, because recommended posts reach people who never chose to follow you. Content that is largely repurposed from somewhere else, without anything new added, may not qualify.
So, the safe base is your own work: original photos, your own explanations, your own finished jobs and your own answers to questions customers ask. Meta's Recommendation Guidelines are the longer read if you want the rules in full.

Carousels, Collabs and public posts each give you a way in
A public post can reach people through more than one door. Beyond recommendations, public posts can turn up in Explore, Search, hashtag pages, location pages and when someone shares them. A carousel is a good fit for these because one post can hold a short answer, a before and after, or a few steps, and people can save it for later.
Collab posts add another door. Instagram supports Collabs on feed posts, carousels and Reels, and a Collab post is shared with the audiences of the collaborators who accept the invite. A supplier, a neighboring business or a customer who agrees to be featured can each be a collaborator. Our guide to Instagram Collab posts for local businesses covers the invite steps.
If a partner is paid, or receives a free product, Meta requires the paid partnership label. Instagram explains what counts as branded content in its help pages.
Stories work differently. Instagram says Stories lean on viewing history, engagement history and closeness, so they mainly serve people who already follow you. Use them to keep current followers and customers in touch, and use carousels and photos for reaching new people.

Reels still lead some measures, and carousels lead others
Reels remain a major way to reach people who don't follow you, and that is the cost of skipping them: you give up one of Instagram's biggest reach tools. The question is how much that matters for your goal. Two large datasets from software companies give a rough picture. They are the publishers' own findings, not Instagram rules, and neither is limited to local businesses.
| Publisher | Sample | Finding |
|---|---|---|
| Socialinsider, Instagram Engagement Report, 2026 | 15 million posts from 417,130 pages, active October 2025 to March 2026 | Carousels had the highest median saves; Reels had higher median comments and shares |
| Metricool, Social Media Study 2026 | 39 million posts | Carousels outperformed single images on reach, impressions and interactions in its 2025 data |
Read these as a pattern to test, not a target to hit. Carousels often lead on saves, and saves are a good sign when your post answers a real question. Reels can lead on some reach and sharing measures. Your account may behave differently, which is why your own numbers matter more.

Ten minutes in your Professional dashboard shows what works for you
You need a professional account for this. Menu names can differ by account and app version, so use the closest match in your own app. Instagram's help pages on viewing account insights and about Instagram Insights list what is available.
- Open the dashboard: Go to your profile, tap Professional dashboard, then See all insights, and choose a recent date range.
- Find your content: Open the content-performance view, such as Content you shared.
- Sort the last ten posts: Record the last five carousels and the last five Reels separately. If you have no Reels, record the last five carousels and the last five single-image posts.
- Write down the numbers: For each post, note reach, non-follower reach, saves, shares, profile activity and follows.
- Add the business actions: Note website taps, calls, messages, direction requests or bookings, wherever your account shows them.
- Compare middle values: Line each column up from smallest to largest and take the middle number, the median, for each group.
The median matters because one lucky post can pull an average up and tell you nothing about what usually happens. Compare the middle of your carousels with the middle of your other posts, and ignore the single best one.

Pick the format by the result you want, not by the biggest reach
A big audience is not the same as a busy week. For a local service business, a post that brings a few profile visits and a message from nearby may be worth more than one that reaches far more people who live nowhere near you. That is why the business actions in step five matter more than likes.
Use the Facebook and Instagram numbers in the same way. Our guide to Facebook and Instagram numbers worth checking explains which ones to look at each month. If you run a Facebook Page too, the post on what to do when Facebook Page reach drops shows how to compare follower and non-follower reach there.

Your comparison will point one of three ways:
- Carousels lead on saves and messages: Keep making them, and give each one a clear first slide and one next step.
- Reels lead on reach but not on action: Reach alone does not pay the bills, so treat Reels as optional.
- Nothing brings action yet: Check the profile before the format. A clear bio, an obvious offer and a working contact path matter more than which button you press.
Put a few worries down
You don't owe Instagram a Reel a day. Each surface ranks on the signals in the table above, and a posting quota is not among them.
One weak post does not decide your account. Posts that miss are normal, which is why the check above uses the middle of five results, not a single post.
A photo is not barred from recommendation. Likes alone don't decide a post's business value either. And a number from a study is not a goal for you to hit. An account with modest reach can still produce calls, appointments and sales.
Check what you know about growing without Reels
Pick an answer to begin.
1. According to Instagram, can photos and carousels be recommended to people who don't follow you?
2. Which group of people do Stories mainly serve?
3. You have recorded the last five carousels and last five Reels. How should you compare them?
Frequently Asked Questions About Growing on Instagram Without Reels
Can you grow on Instagram without making Reels?
Yes. Original photos, carousels, Stories, Collab posts and public posts that can be found through search and hashtags all give you ways to reach people. Growth may be slower or different than with Reels, and no result is guaranteed.
Do photos and carousels reach people who don't follow me?
They can, when the post and your account meet Instagram's recommendation standards and people respond to the post. Content that is mostly repurposed from somewhere else may not qualify.
Why do people make Reels instead of photo posts?
Reels remain a major way to reach people who don't follow you. Socialinsider's 2026 report found higher median comments and shares on Reels, while carousels had the highest median saves. Which one fits you depends on your goal.
Do Stories bring in new people?
Stories mainly serve people who already follow you, because they lean on viewing history, engagement history and closeness. Use them to stay in front of current followers and customers.
How do I know which format works for my account?
Open Professional dashboard, then See all insights, and compare your last five carousels with your last five Reels, or with your last five single-image posts. Look at reach, non-follower reach, saves, shares, profile activity, follows and business actions.
How do I start growing from zero without Reels?
Start with original photos and carousels that answer a question your customers ask, make the profile say what you do and how to reach you, and try a Collab post with a partner. Then run the ten-minute comparison after you have a handful of posts.
What This Means for You
Photos and carousels can reach people who don't follow you when they meet Instagram's recommendation standards, Collab posts can put a post in front of a partner's audience, and Stories mainly keep your current followers close. Reels are a major reach tool, so skipping them can mean slower or different growth. The numbers that count are the ones in your own dashboard.
Once you have run the ten-minute comparison, you will know which format brings profile visits, messages, calls and bookings for your business, and you can stop guessing. You can do that check alone, for free, and nobody can promise you a follower count.
