# ChatGPT Ads for Small Business: Check, Set Up, Test

Can your business buy ChatGPT ads? Check your billing country, set one offer and a $25 daily test budget, track leads, and compare the result with Google Ads.

![A closed laptop, a small notebook and a stack of blank cards arranged on a wooden desk.](https://webleveling.com/blog/should-a-small-business-try-chatgpt-ads/chatgpt-ads-featured.jpg)

You keep seeing headlines about ads showing up inside ChatGPT, and the question on your mind is a practical one: can my business buy them, what would a test cost, and would that money do more work somewhere else? ChatGPT ads for small business are open to apply for, so the decision is now yours rather than a headline's. The risk is not that the channel is closed. The risk is spending a limited budget on a test you cannot read afterward. A short check tonight tells you whether you are eligible. A small test with one offer, working tracking and a written stop rule tells you whether the channel earns more of your money. You do not need to rebuild your marketing around either one. You need an afternoon, a tracking setup and a clear number to hold the results against.

**Key Takeaways**

**Check eligibility first**

OpenAI lists the United States, United Kingdom and other countries for beta self-service in Ads Manager, and the legal entity being billed must be in a supported country.

**The minimum is daily, so the test is yours to size**

OpenAI sets the minimum at $25 USD a day (£15 or €15 in other currencies), so a seven-day test starts at $175. Pick the total, write the stop rule, then launch.

**Compare on the same definition**

Judge a ChatGPT test against your Google Ads campaign by qualified leads or booked jobs, not clicks. Keep a working Google Ads campaign running while you test.

## Check in ten minutes whether your business can buy ChatGPT ads

Run this list from your desk before you create an account. Each item is a yes or no, and any "no" is a reason to fix that item first or to spend this month's budget elsewhere. The list comes straight from what OpenAI asks of advertisers in its [Ads Manager availability page](https://help.openai.com/en/articles/20001245-ads-manager-availability) and [ad policies](https://openai.com/policies/ad-policies/), plus what you need to read a result afterward.

1. **Billing country**: The legal entity that will be billed must be based in a supported country. OpenAI's current self-service list includes the United States, United Kingdom, Canada, Australia, much of Europe, Mexico, Brazil, Japan, South Korea and other listed markets.
2. **Category**: Your product or service must be allowed. OpenAI's initial supported categories include consumer and household goods, local services, travel and experiences, and digital products or education. Health, financial and legal advertising may need manual approval and has geographic restrictions.
3. **One offer**: Choose a single service or product, not the whole business.
4. **One conversion**: Write down what counts as a win, such as a purchase, a booked appointment, a form submission or a call.
5. **A landing page for that offer**: It should load fast on a phone and match what the ad says. OpenAI requires ads to be truthful and consistent with their landing pages.
6. **Tracking**: A campaign link with UTM tags, and an analytics event that records the conversion. Our guides to [UTM parameters for a small business](https://webleveling.com/blog/utm-parameters-for-small-business/) and [tracking contact form leads in Google Analytics](https://webleveling.com/blog/track-contact-form-leads-in-google-analytics/) cover both.
7. **A comparison channel**: Name the Google Ads campaign or other channel you will hold the result against.
8. **A cap and a stop rule**: The most you will spend and the result that ends the test.

If you can answer yes to all eight, you are ready to apply. If items 4 to 8 are weak, the best use of this week is fixing them, because they decide whether any ad channel can be judged at all.

![A closed notebook beside a pencil and a small stack of blank index cards on a wooden desk, ready for a checklist.](https://webleveling.com/blog/should-a-small-business-try-chatgpt-ads/chatgpt-ads-eligibility-notebook.jpg)

Eight yes or no answers, written before any account is created, decide whether a test can be read.

## Setting up a first ChatGPT ads campaign takes six steps

You apply and manage campaigns through OpenAI's [Ads Manager](https://ads.openai.com/). OpenAI offers beta self-service access and managed or partner-led access, and larger advertisers can contact OpenAI's Ads team. For a small business, self-service is the route to look at first. The steps below follow OpenAI's [campaign guide](https://help.openai.com/en/articles/20001210-create-a-campaign) and [ad creation guide](https://help.openai.com/en/articles/20001212-create-ads-for-chatgpt).

1. **Create the account**: Sign up in Ads Manager and complete identity and billing setup for your business entity.
2. **Choose one objective**: Pick the objective that matches the conversion you wrote down. OpenAI says ChatGPT Ads currently support CPM, CPC and conversion-oriented buying.
3. **Set the budget**: Enter a daily budget at or above the minimum, and note the end date you chose for the test.
4. **Build the ad**: Each ad has an advertiser name, favicon, headline, description, landing page and image asset. Write the headline around the single offer, in plain words a customer would use.
5. **Add hints about topics**: OpenAI says advertisers can add hints about the conversations their ad suits. These guide matching and are not exact-match keywords, so they do not guarantee that an ad runs.
6. **Submit for review**: Ads must pass OpenAI's review before they run. A rejection usually means a change to the claim, the creative or the landing page, so allow time before your planned start.

Keep the first campaign small and singular. One offer, one landing page and one conversion give you a result you can read. Three offers spread across the same budget give you three results too thin to compare.

## A small test costs at least $25 a day, so you set the total

OpenAI sets its minimum daily budget at $25 USD, £15 GBP or €15 EUR, with other currencies listed in its [campaign guide](https://help.openai.com/en/articles/20001210-create-a-campaign). The minimum is a daily floor, so the total is the number you decide. A short test is easy to size by multiplication, and that arithmetic is yours, not OpenAI's.

What a minimum-budget test adds up to

| Test length | Days | Minimum total at $25 a day |
| --- | --- | --- |
| One week | 7 | $175 |
| Two weeks | 14 | $350 |
| Thirty days | 30 | $750 |

Two cautions keep the number useful. First, a minimum budget is a starting point, not a prediction of results. Second, treat any cost-per-click or cost-per-lead figure you see quoted in an article as a guess until your own account produces one. Your own account is the only source that applies to your offer, your page and your audience.

Pick a total you can lose without changing anything else in the business. Then write the stop rule next to it, for example: "Stop after fourteen days or $350, whichever comes first, unless the test has produced qualified leads at a cost I would accept from any other channel."

## ChatGPT ads show below the answer, labeled and separate from it

What your customer sees is simple. Ads appear below ChatGPT's responses, and OpenAI says they are labeled and separate from the answer. According to OpenAI's [Help Center](https://help.openai.com/en/articles/20001047-ads-in-chatgpt), advertisers cannot shape, rank or alter responses. Ads may appear for Free and Go users. Plus, Pro, Business, Enterprise and Edu accounts do not receive ads.

Privacy is built into the reporting. OpenAI says advertisers receive aggregated reporting such as views, clicks, spend and conversions. Advertisers do not receive chats, chat history, memories, names, email addresses, precise location, IP addresses or sensitive information. Plan your follow-up around that: the lead arrives through your landing page and your form, not through a ChatGPT contact list.

OpenAI's ad policies also set the limits on where ads can run. They prohibit ads near political content, mental or personal health conversations, emotionally vulnerable interactions, scams, weapons, gambling, tobacco and adult content, among other unsafe contexts. Your ad is not placed inside the answer, and you cannot buy a recommendation. You are buying a labeled spot beside the conversation.

![A single sheet of blank paper tucked under a small metal clip next to a closed laptop on a desk.](https://webleveling.com/blog/should-a-small-business-try-chatgpt-ads/chatgpt-ads-labeled-placement.jpg)

The ad sits below the answer and is labeled as an ad, so your landing page has to do the convincing.

## The ChatGPT ads timeline has three dates worth knowing

This section is the news, kept in one place so the rest of the steps stay timeless. The dates below come from OpenAI's own pages, and the Razorpay partnership reported in India on October 5 is background only: India is one supported market, and a headline about one country does not change what your account can do.

ChatGPT ads, as OpenAI dates them

1. 1

    February 9, 2026

OpenAI began testing ads in ChatGPT in the United States, according to \[Testing ads in ChatGPT\](https://openai.com/index/testing-ads-in-chatgpt/).

2. 2

    May 5, 2026

OpenAI announced \[new ways to buy ChatGPT ads\](https://openai.com/index/new-ways-to-buy-chatgpt-ads/), including beta self-service buying.

3. 3

    October 5, 2026

OpenAI announced a new visual ad format first tested during image generation, plus expanded measurement partnerships and brand-suitability tools, in \[Building advertising for the way people use AI\](https://openai.com/index/new-chatgpt-ads-format-and-measurement/).

The October 5 format changes less than the headline suggests for a small test. Testing begins later in October with an initial group of US advertisers, and the ad stays labeled and separate from the generated image. Confirm inside your own Ads Manager account whether the format is open to you, and what it costs, before you plan around it.

## ChatGPT ads and Google Ads answer different questions

Both channels put a paid message in front of someone who is already asking for help. They differ in what the system knows about that person's intent. Google's [keyword matching](https://support.google.com/google-ads/answer/14996023?hl=en) connects your ad to search terms, with match types and search term reports that show what people typed. ChatGPT ads use the conversation topic, the intent behind it, landing page information and your topic hints. OpenAI says those hints guide matching and do not guarantee delivery.

ChatGPT ads and Google Ads side by side

| Question | ChatGPT ads (beta) | Google Ads |
| --- | --- | --- |
| How is an ad matched? | Conversation topic, intent, landing page and your hints | Keywords, match types and search terms |
| Where does the ad sit? | Below ChatGPT's answer, labeled | Alongside Google Search results |
| What is the daily minimum? | $25 USD, £15 GBP or €15 EUR | Set by you, per campaign |
| What does reporting show? | Aggregated views, clicks, spend and conversions | Search terms, conversions and [offline conversion imports](https://support.google.com/google-ads/answer/1722022?hl=en) |
| Who has proven results for your offer? | Your own test will be the first | Your account history, if you run it |

Use one conversion definition for both, such as a qualified lead or a booked appointment. Clicks and impressions are not comparable across a new platform and an established one. A qualified lead is.

So, should you move money from a working Google Ads campaign? Not automatically. If your Google Ads campaign produces leads you can price, leave it running and fund the ChatGPT test from a separate, capped amount. If your tracking is not reliable on either channel, fix the tracking first, because it decides what you can learn from both. Our posts on [what Google Ads costs](https://webleveling.com/blog/how-much-do-google-ads-cost/) and [where a small business should advertise](https://webleveling.com/blog/where-to-advertise-a-small-business/) help set the budget around it.

Paid ads and organic visibility in ChatGPT are separate jobs. A paid test buys a labeled placement. Showing up in answers without paying is the work described in [how to get cited by ChatGPT](https://webleveling.com/blog/how-to-get-cited-by-chatgpt/), and [what ChatGPT referral traffic looks like](https://webleveling.com/blog/chatgpt-ai-referral-traffic-brightedge/) shows how to see whether that work sends visitors. If your site is not readable to AI systems, a paid test sends visitors to a page that is still weak.

## Your options for running the test, and when each fits

You have four reasonable paths, and the free ones come first.

Four ways to handle ChatGPT ads

| Option | Cost | Fits when |
| --- | --- | --- |
| Do nothing yet | $0 | Your billing country is not supported, your category is restricted, or your Google Ads campaign is working and your tracking is not |
| Fix the basics first | Your time | You cannot yet name one offer, one conversion and one landing page |
| Run a small test yourself | Your capped budget plus setup time | Items one to eight above are all yes, and you are comfortable in an ad dashboard |
| Hire help for setup and measurement | Management fee plus ad spend | The test touches a CRM, offline sales or several locations, and you want the comparison built correctly |

[Web Leveling](https://webleveling.com/) offers two of the services this decision touches. Our [Google Ads management](https://webleveling.com/services/google-ads-management/) covers the comparison channel: campaign setup, conversion tracking and the search term review. Our [generative engine optimization](https://webleveling.com/services/generative-engine-optimization/) work covers the organic side, helping your site be readable and citable by AI systems like ChatGPT. Neither replaces a paid ChatGPT test, and a ChatGPT test does not replace either one. If you can run a capped test yourself and your tracking already works, you do not need outside help to try it.

To size the whole budget, the sibling guide on [setting a Google Ads budget when demand changes](https://webleveling.com/blog/google-ads-budget-by-demand-small-account/) covers the daily-budget side of the comparison, and [adding social profiles to Search Console](https://webleveling.com/blog/add-social-profiles-to-google-search-console/) covers another October change to your visibility.

![A small calendar page with a single week circled in pencil beside a simple kitchen timer on a wooden shelf.](https://webleveling.com/blog/should-a-small-business-try-chatgpt-ads/chatgpt-ads-test-window.jpg)

A test has a start date, an end date and a spending cap before the first ad runs.

## Set the stop rule before you spend the first dollar

A stop rule keeps a small test from becoming a standing subscription. Write it as two conditions: a cap on spend or days, and the result that earns a second test. The routine, in order, is below.

1. **Confirm eligibility** and policy fit for your category.
2. **Choose one offer** and its landing page.
3. **Install tracking** and submit a test conversion to confirm it records.
4. **Launch the limited test** at or above the minimum daily budget.
5. **Compare qualified outcomes** with your Google Ads campaign, using the same definition.
6. **Continue only if the economics are acceptable**, meaning the cost of a qualified lead or sale is one you would accept from any channel.

If the test ends without leads, check three things before you decide the channel failed: whether tracking recorded the conversion you expected, whether the landing page matched the ad, and whether the budget was spread across more than one offer. Those three are fixable, and OpenAI's [FAQ](https://help.openai.com/en/articles/20001220-frequently-asked-questions) says results vary by objective, creative, landing page, relevance and setup. A second test with those fixed is a fair second test. Two clean tests without qualified leads is a clear answer.

![A wooden desk with a small stack of coins, a pencil and a folded blank card standing like a sign.](https://webleveling.com/blog/should-a-small-business-try-chatgpt-ads/chatgpt-ads-stop-rule.jpg)

A written cap and stop rule turn a test into a decision.

## Frequently Asked Questions About chatgpt ads for small business

**Can a small business buy ChatGPT ads?**

Yes, if the legal entity being billed is in a supported country, the category is allowed, and the account passes identity, billing and ad review. OpenAI offers beta self-service access through Ads Manager.

**Are ChatGPT ads available in the United States and United Kingdom?**

OpenAI's Ads Manager availability page lists both for self-service access. Check the current list for your billing country before you apply.

**What is the minimum budget for ChatGPT ads?**

The minimum daily budget is $25 USD or £15 GBP, with other currency minimums listed in OpenAI's campaign guide. Multiply by the number of days to size your test.

**What do ChatGPT ads look like?**

They appear below a response with an advertiser name, favicon, headline, description, landing page and image asset, labeled as ads.

**Do ChatGPT ads change the answers ChatGPT gives?**

OpenAI says no. Ads are separate from answers, and advertisers cannot shape, rank or alter responses.

**Should I move my Google Ads budget to ChatGPT ads?**

Not automatically. Keep a working Google Ads campaign running, fund a capped test separately, and compare qualified leads under one definition.

## What This Means for You

You can apply to buy ChatGPT ads now if your billing entity is in a supported country and your category is allowed. The path is short: check eligibility, pick one offer, set up tracking, launch a capped test at or above the $25 daily minimum, and compare qualified results with Google Ads under the same definition. The dated news, from the February 9 test start to the October 5 visual format, changes what is available. It does not change the routine for reading a result.

A written stop rule is what keeps a new channel from costing more than you meant to spend. It also leaves you with something useful either way: a tracked offer, a landing page that matches its ad, and a number you can compare against every other place you advertise. That is worth having whether ChatGPT ads become a regular channel for you or not.

If you want help with the parts that decide whether the test can be read, [Web Leveling](https://webleveling.com/) can set up the tracking, the landing page and the comparison with your Google Ads campaign, and our [generative engine optimization](https://webleveling.com/services/generative-engine-optimization/) work covers how ChatGPT and other AI systems find and describe your business. We work with small and medium businesses across the country and overseas. [Send us your offer and your current ad numbers](https://webleveling.com/contact/), and we will help you decide what to test first.

**Ads Manager.** OpenAI's dashboard where advertisers apply, build campaigns and read reports.

**Beta self-service.** Early access that lets a business set up and pay for its own campaigns without a managed contract.

**CPM, CPC.** Cost per thousand views and cost per click, two ways a campaign can be priced.

**Conversion.** The action you count as a win, such as a purchase, a call or a booked appointment.

**Qualified lead.** An inquiry from a real prospect who fits what you sell, not spam or an existing customer.

**UTM tags.** Short labels added to a link so analytics shows which campaign sent a visit.
